Create a plain text file that just has the word "hello" in it, using your plain text editor that I told you to download. Save that file as "test.html" (without the quotes in the file name". The capitalization and file name must be exactly as specified. Upload this file using the FTP program to the "pub" folder of your terpconnect directory. You should be able to see it at http://terpconnect.umd.edu/~USERNAME/test.html (where you replace USERNAME with your umd username).
