Here's my suggestion:

Always write the term happens-before, i.e., with the hyphen, after giving a
definition (or a pointer to one). That maks it obvious to me that you are
referring a formal, mathematical, relation. Without the hyphen suggests
common English, which could have a range of interpretations .... Eliot
