This is part B of Scenario 2 (Scenario 2B).  You need to be able to load
this in conjunction with Scenario 2A or as a standalone scenario.

In this scenario certs are initially issued by three different organizations,
but all three realize that they may be relegated to the 2nd or 3rd level.  Of
course there is room for more organizations to be added.  The initial 3 
organizations are:  SkyPad Apartments, who issue certs to both adult renters 
and employees.  Adult renters and employees are allowed to issue certs to
family members residing in the apartment unit (for renters) or subordinates
(employees).  Spacely Sprockets (SpclySprckts) is a local employer, and issues
certs to employees, as does it's competitor, Cogswell Cogs (CgswllCgs).
As in scenario 2A, some principals have trust relationships with multiple
organizations.
