  Here is another excerpt from "For Missionaries Only" The expert looked me in the eye and said, "What do you suggest we do to reach the missionary's goal of establishing indigenous churches? " I didn't mean to be rude, but I answered, "That's not this missionaries goal. " My friend stiffened a little at this for he was of the persuasion that "the responsibility of the missionary on the field is to build self-governing, self-propagating, and self-supporting native churches. " I don't want to be contrary, but I have always thought of my goal and responsibility as a missionary in a different light. With Paul, I feel like my responsibility is "to preach the gospel" and establish Christ-minded, Christ-loving, Christ-supporting Christians. After all you can have self-governing, etc. churches that are selfish, not willing to love and help others. It is possible to have a church of self-propagating devils. You can have self-supporting, sectarian, and anti-every-good-work churches.
Here is another bit, In the New Testament the whole church is described as one united body, with every one depending on the other, and local churches depending on each other, as per the text of this section (Eph 4:15-16). Independence can mean isolation, and isolation death. Interdependence can mean "bodily growth... up-building itself in love. There is nothing that I want to see more as a missionary than the church to take off in Japan like a wildfire that spreads into every city and town.
For that to happen surely they will have to be Japanese (not missionary) churches. But if I start trying to design for that to happen by putting artificial restrictions on the gospel then I am misguided. If I say that I will only preach to Japanese, or only allow Japanese in my church, or only train up Japanese then I will be missing out on the other people that God wants to bring into His kingdom and wants to use to help bring in the Japanese.
