(God forbid we actually impose some law and order to save lives--it might impose on Iraqis' human rights if they weren't free to walk around at will...with bulls-eyes on their backs.
) Probably some State vs. DOD fight that Rummy lost. Hmmm. Honestly I can't even believe there's a question on whether or not this should be done--it's not like Iraqis haven't been subjected to far worse than martial law for their entire lives prior to Saddam's ousting. I kinda doubt the new Iraqi government would be feeding people into meat grinders for missing curfew (although in that part of the world, you never can tell).
