Kenneth A. Rapp, Esq., Deputy Secretary, Secretary of State, Pennsylvania Kenneth A. Rapp, Esquire was appointed Deputy Secretary for Regulatory Programs for the Pennsylvania Department of State on July 8, 2002. Deputy Secretary Rapp is responsible for assisting the Secretary of the Commonwealth in the evaluation and development of agency regulatory programs and initiatives affecting over 1 million business, health-care and real estate professionals; 9,000 charitable organizations; and 92,000 notaries public. His responsibilities include oversight of the Bureau of Professional and Occupational Affairs; the Bureau of Charitable Organizations; the Bureau of Commissions, Elections and Legislation; and the Bureau of Enforcement and Investigation. Ken received his B.A. in Foreign Service and International Politics from the Pennsylvania State University in 1981. He earned his law degree in 1984 from the Dickinson School of Law. From 1985-1987, Ken served as an Assistant Public Defender in Dauphin County. In 1987, he was promoted to Chief Deputy Public Defender and served in that position until 1991. Between 1991and 1998, Ken served as the supervising attorney in CIGNA's Harrisburg Field Litigation Office and handled the defense of automobile, negligence, product's liability and other general liability matters. Before joining the Department of State in May, 2000 as the Director of the Pennsylvania Corporation Bureau, Ken was a litigation attorney with the Harrisburg law firm of Thomas, Thomas & Hafer, LLP.
